China gives its national blockchain network a 2030 deadline

China has given its national blockchain network a completion date. The 15th Five-Year Plan for National Informatization, published on 23 October by the Central Cyberspace Affairs Commission, says the network will be basically built by 2030. The commission is the Communist Party body that coordinates internet and data policy, so the date carries the weight of a state target rather than an industry forecast.

The document is specific about where the technology goes and quiet about how it gets there. Blockchain is to be embedded deeper into trade and finance across the Yangtze River Delta, the manufacturing belt around Shanghai, and deployed at scale in manufacturing and agriculture in the Chengdu-Chongqing cluster in the southwest. The plan also calls for stronger technical standards and wider use of the technology in data circulation and trading. It names no budget, no operator and no architecture.

Seven years from the speech to the deadline

The project is considerably older than its deadline. Xi Jinping put the technology on the national agenda at a Politburo study session on 24 October 2019, in terms that have been quoted in Chinese policy documents ever since.

“We must take the blockchain as an important breakthrough for independent innovation of core technologies, clarify the main direction, increase investment, focus on a number of key core technologies, and accelerate the development of blockchain technology and industrial innovation.”

This plan landed one day short of the seventh anniversary of that speech. Those seven years produced the Blockchain-based Service Network, which runs more than 120 public city nodes inside China and a separate international version operating across more than 20 countries, plus a patent position CSIS put at over 90% of all blockchain patents filed worldwide in 2023. What they did not produce was a national network with a completion date. That is what 23 October added, and it is the whole of what it added.

A network without a market

None of this touches cryptocurrency. Mainland China banned crypto trading and mining in 2021, and in September extended the line to yuan stablecoins, while the state itself holds roughly 190,000 bitcoin seized in criminal cases. The guidelines issued on 9 October by the Party's Central Committee and the State Council, which called for the network's construction, mention no tokens, no permissionless systems and no trading at all. The ledger is treated as state infrastructure; the market remains closed.

A five-year plan target is a statement of intent, and this one arrives without the details that usually make intent legible: who builds it, what it costs, and whether it runs on the existing service network, replaces it, or stitches together the provincial chains already in service. Those answers tend to surface in provincial implementation documents rather than national ones. The next year of regional plans will say more about the 2030 date than the plan that set it.

Nothing here should be taken as financial advice, just information to consider. The plan sets a target and no construction schedule, and the node and patent figures are third-party estimates rather than official counts.
