$4.8B vs. a Cave: AI Data Center Developer Sues Small Town at the Gates of Mammoth Cave National Park
Developer Kentucky Industrial Alliance has sued the small town of Cave City, Kentucky, and its city council after officials enacted a year-long moratorium on new data centers — just days after the company filed its development plans. At stake is a $4.8 billion, 600-acre, 1.2-gigawatt AI and cloud computing campus proposed right at the entrance to Mammoth Cave National Park.
- On May 11, the company filed a development plan for a 600-acre AI and cloud campus
- On May 18 and 20, the city council held two special meetings and adopted a 12-month moratorium on data centers
- On June 8, Kentucky Industrial Alliance sued, arguing the moratorium violates state law and its right to have the already-filed plan reviewed under the old zoning rules
- The project promises roughly 360 direct and indirect jobs
- The company is proposing a closed-loop cooling system using 300,000 gallons of water a day, versus up to 5 million gallons some other data centers can consume
“I'm 100% against a data center being the identity of the entrance to Mammoth Cave.”
— Leticia Cline, Cave City councilwoman
Residents packed multiple council meetings raising concerns about strain on utilities, the impact on tourism, and the long-term character of a small community whose economy leans heavily on cave-related tourism. The city, for its part, argues the development plan hadn't been validly filed at the time the moratorium took effect, so the company can't claim the moratorium blocked review of its proposal — the question is now before a court. A similar scramble for land and power to build AI data centers is playing out across the country: we previously covered how crypto companies are selling off reserves to help fund construction of these same AI data centers.
