Lummis: Trump backed the CLARITY Act ethics deal — veto question is off the table
Senator Cynthia Lummis (R-WY) says President Trump backed the ethics deal built into the updated CLARITY Act draft circulated on July 22, 2026. According to Lummis, Trump agreed to the terms of that section before the draft was even released — meaning the question of a veto over the ethics provisions, as currently written, is effectively off the table.
“History will remember this as the moment a president chose a higher standard of ethics than the law required of him.”

What's actually been agreed
The current ethics section bars the president, vice president, members of Congress, federal judges, and their spouses from issuing or sponsoring digital assets for compensation while in office. The rule is temporary, sunsetting on January 20, 2029, with the Department of Justice overseeing enforcement.
Why this isn't the finish line
Democrats' votes — at least 10 of the 60 needed — are still required to pass the bill, and some argue DOJ-only enforcement recreates the same conflict of interest the provision was meant to remove. We covered the draft's details and reactions earlier. Senate Majority Leader Thune wants a vote before the summer recess, leaving a realistic window through the first week of August.
A contrast with her earlier stance
Back on July 14, discussing earlier and tougher versions of the ethics section, Lummis struck a different tone. Asked directly whether Trump would veto a version of the bill targeted specifically at him, she said: "If it's targeted towards him, I don't blame him." The shift in tone over a single week shows just how much the softer, temporary, White House-negotiated version of the provision has defused the question of a signature.
