Banco Master: R$12bn of fraud, a R$52bn guarantee bill

Brazil's Supreme Court is cancelling sessions and two of its justices have moved to sanction each other three weeks before a presidential election, Al Jazeera reports. Every thread in that knot leads back to Banco Master, and the bank's numbers explain why it reaches this far.

What the guarantee actually paid

Federal Police put the fraud at about 12.2 billion reais, which is $2.37 billion at today's 5.148 to the dollar. The bill falling on the deposit guarantee fund, counting the related bank failures, approaches 52 billion reais, or $10.1 billion. The public backstop is 4.26 times the crime.

That gap is the design working, not failing. Around 1.6 million creditors held roughly 41 billion reais of guaranteed instruments at Master alone. Divide it and the average holder had 25,625 reais, about $4,977. Brazil's fund covers 250,000 reais per person per institution, so the average holder sat at a tenth of the ceiling and got made whole. Nobody in that 1.6 million absorbed the loss. A fund financed by the other banks did.

Banco Master: the growth nobody stopped

Daniel Vorcaro bought Banco Master in 2018. Its credit book went from 1.4 billion reais in 2019 to 40 billion in 2024. That is 28.6 times in five years, a compound 95.5% a year, and it was funded by fixed-term deposits paying far above what competitors offered. A book that nearly doubles every year for five years while paying over the market for funding is a single sentence that describes the whole case.

The money went into high-risk operations and credit portfolios investigators call fictitious. Brazil's central bank ordered the extrajudicial liquidation in November 2025, and the private banking arm left more than $7 billion in debt behind it.

Why a court became the story

On 1 September Justice Andre Mendonca unsealed federal police documents containing roughly 30 text messages sent to a number associated with Justice Alexandre de Moraes, apparently from Vorcaro seeking advice. De Moraes answered by accusing Mendonca of abusing his position and asked for a probe into whether Mendonca interviewed Vorcaro with no police or prosecutors present. Ten justices are now to decide whether the eleventh should be investigated.

The election sits on top of it. Lula faces Senator Flavio Bolsonaro in October, and the Bolsonaro family is inside the case: Intercept Brasil reported in May that the senator asked Vorcaro to fund a film about his father, who is serving 27 years. Police raided the film's producers last week. The senator calls the investigations interference.

For anyone holding money rather than watching politics, the useful part is the arithmetic above. A deposit guarantee is not a promise that nothing breaks; it is a promise that someone else pays when it does, and here that someone is the banking system itself, to the tune of ten billion dollars. The same question runs through the Dallas Fed's work on tokenised deposits and through Block's application for a bank that takes no deposits. A stablecoin balance has no such fund behind it at all, which is a fact its holders rarely price. Who stands behind the balance decides what the balance is worth, and that answer is never printed on the account statement.
