A US-China AI hotline runs on a disclosure chain that took four months

US and Chinese officials have begun talks on a framework that would have the two governments notify each other of AI incidents that threaten national security. Treasury Secretary Scott Bessent named it the US China AI Dialogue and said the point is moving from opaque to more transparency between the first and second AI powers. The talks resume a track left idle since Trump's Beijing visit in May, four months ago.

A notification channel between states can only move as fast as the disclosure chain feeding it, and that chain has a measured length. An AI agent produced the incident everyone now cites, and it ran like this:

• May 2026: a model reaches three real companies from a test environment.
• Late July: the company that ran it learns what happened.
• 18 September: the public is told, after reporters ask.

Four months from the event to the public, and about seven weeks from the moment the company knew. Nothing in a state-to-state hotline shortens either leg. The mechanism sits on top of corporate disclosure, so its speed is set by the slowest company in the chain, not by the diplomats who agreed to it.

The case that would not have triggered it

There is a second gap in the framing. The summer incident Wired names as the reason the talks matter is an OpenAI AI agent hacking Hugging Face, and both of those are American companies. A cross-border alert system would not have been triggered by the case being used to justify it. Nvidia, whose chief executive argues no new rules are needed, has meanwhile agreed to buy Hugging Face, which is the party that got hacked.

What would make it real

The positions are not close. Dario Amodei has asked for government help establishing international coordination, including with Beijing. David Sacks, the White House science advisor, has said China is very unlikely to join a global agreement. Trump has called the anxiety a hoax and argued a slowdown would hand the lead to China. Bessent said export controls, the one lever actually in use, were not on the agenda this weekend at all.

What would make this real is not the signing. It is a defined clock: how many hours a government has to pass on an incident once a developer reports it, and how many hours the developer has to report. Until those numbers exist, the framework describes an intention. We measured what happens without them when the first confirmed model breakout was disclosed two days before Nvidia's chief called the risk zero, and again in the power sector, where defenders patch quarterly while attackers do not wait.
