OKXICE updated its public notice on 27 October, and the list of issuers refusing to let their shares trade as tokenized stocks on the venue now runs to 33. That is seven more than the version dated a day earlier. The new names are JPMorgan Chase, Advanced Micro Devices, Coca-Cola, Applied Materials, Adobe, Dell Technologies and Sandisk, and each of them sat in the ticker list the venue filed at the start of the month. JPMorgan is the third bank to refuse, after Goldman Sachs and Wells Fargo.

When we covered this list on 20 October it held nine names. Two dozen more arrived in the twelve days since, two a day, and Microsoft, Alphabet, Oracle, IBM and Intel were on it before any of them.

Half the roster has opted out

Thirty-three objections against 63 tickers is 52% of the basket. The venue's filing covers 62 companies rather than 63, because Alphabet files two share classes, and CoinDesk's company-level tally puts the opt-outs at 30, around 48%. Three names muddy both counts: CoinDesk reports Wells Fargo, Arm and Cerebras as objectors missing from the 27 October notice, while Unchained read Wells Fargo and Arm in the 23 October version. The exemption gives the venue five business days to publish an objection once it arrives, so the number on the notice is the floor.

“a landmark step toward a truly global, 24/7 Wall Street”

— Andrew Cuomo, co-chair of OKXICE, 4 October 2026, https://decrypt.co/380032/okx-and-nyse-owner-ice-plan-24-7-tokenized-stock-trading-under-sec-exemption

Each issuer gets 30 calendar days from the day it receives its notice, and silence counts as consent. The venue sent the first batch on 4 October, so that clock runs out in the first days of November.

The SEC's innovation exemption, signed on 17 September and running to 2031, lets a venue of this kind list 75 symbols drawn from the S&P 500 and the Russell 1000, and trade each one at up to a quarter of a percent of the previous month's average daily volume. OKXICE filed 63 symbols, inside that allowance, and issuers have cut it to roughly 30. Issuers have set this venue's size well below what the SEC permitted. The other applicant under the same exemption faces the same arithmetic, because an objection binds only the venue that received it.

Amazon moved into the hosting rows

Alibaba Cloud's Singapore unit has left the technology and hosting rows, and Amazon Web Services now sits there as the provider for the website, the back-end systems and the databases, on top of already holding participants' personal data. OKX Inc. joins OKX Technology Inc. as a software developer. One passage on disaster recovery still says the off-chain systems run on Alibaba Cloud.

Trading would run around the clock through permissioned Uniswap v4 pools on OKX's X Layer blockchain, settled in stablecoins, with access granted by a soulbound token after identity and sanctions checks. The risk disclosures are unchanged, including the line that an upgrade to the venue's smart contract code takes effect with no timelock, which leaves a participant without warning before the code changes under a trade. The notice gives no launch date.

Informational material, not investment advice. The objection count and the hosting changes are as OKXICE published them in its notice dated 27 October 2026, read through Unchained and CoinDesk. The share of the basket, the daily rate of objections and the comparison with the exemption's symbol allowance are our own arithmetic.
